The initiation of a project typically starts with a project plan request from you, the customer.

Developer/General Contractor 

The developer you enlist will be responsible for (1) creating a diversity spend project plan, (2) submitting reports of their diversity spend, and (3) request diversity spend project plans from their subcontractors.  

Subcontractors  

Subcontractors will be working in sync to (1) create a requested diversity spend project plan and (2) report their diversity spend.
